GLOBAL ACCELERATORON JOBS AND SOCIAL PROTECTION FOR JUST TRANSITIONS GLOBAL ACCELERATOR PROGRESS REPORT 2024-2025

The Global Accelerator on Jobs and Social Protection for Just Transitions in Namibia is structured to ensure high-level leadership and effective coordination across government and development sectors.

Governance Structure

The initiative is overseen by a multi-layered governance framework designed to provide strategic direction and ensure policy coherence:

• Troika+ High-Level Committee: This is the top-level oversight body responsible for providing cabinet-level leadership. It includes a wide range of ministerial and institutional representation:
  • Co-chairs: The Minister of Finance, the Minister of Justice and Labour Relations, and the Director General of the National Planning Commission.
  • Key Members: Includes the Chief Executive Officer of the Namibia Investment Promotion and Development Board, and ministers representing various sectors, including Agriculture, Water and Land Reform; Gender Equality, Poverty Eradication and Social Welfare; Environment and Tourism; Health and Social Services; Education, Innovation, Youth, Sport, Arts and Culture; International Relations and Trade; Mines, Energy and Industry; and Urban and Rural Development.
  • Additional Members: Representatives from social partners, the National Youth Council, the National Youth Service, the Namibia Industrial Development Agency, and the Social Security Commission are also part of this committee.
• Steering Committee: Acts as the primary policy forum, bringing together senior officials, UN agencies, and various partners to facilitate dialogue. It is co-chaired by the Executive Director of the Ministry of Justice and Labour Relations and the UN Resident Coordinator.
• Namibia National Global Accelerator Team (NNGAT): Co-chaired by the Ministry of Justice and Labour Relations and the International Labour Organization (ILO), this team is tasked with the day-to-day implementation of the initiative. It includes technical experts, private sector representatives, trade unions, and civil society.

2026 Priorities and Looking Ahead

As of the 2024–2025 progress report, the initiative has set several key objectives for 2026 to continue its momentum:

• Policy and Legislative Advancement: Namibia will advance the implementation of the national pension scheme, focusing on refining its design, financing, and legislative alignment with international standards, such as the Social Security (Minimum Standards) Convention, 1952 (No. 102).
• Unemployment Protection: The country will work on developing unemployment protection and reinforcing institutional capacity and social dialogue to build a more inclusive social protection system.
• Biomass and Employment:
  • Funding: In early 2026, the Biomass Funding Window under the SDG Impact Finance Initiative Fund will be launched, disbursing US$200,000 in grants to MSMEs and individuals with scalable, bankable biomass solutions.
  • Youth Support: Building on models from 2025, support for youth-owned enterprises in the biomass and agricultural sectors is expected to increase in early 2026.

• Strategy Finalization: By mid-2026, the national road map and the employment impact assessment for the green hydrogen project are expected to be completed, alongside the launch of an energy sector skills strategy.
